Do you have a stock cooler? If not, your temps are still bad.

Seems to me like your minimum clock speed is at the advertised clock speed for the CPU. Typically it should run lower than that when not under load. Might try messing with that in Catalyst Control Center or Radeon Settings, should help with idle temperatures further.

Tl;Dr change your power settings to balanced or drop your minimum CPU state to 1% in the advanced power settings.
